Currently the Harwood Elementary
School is on the east side of the Interchange and development continues to
increase on the west side of the Interchange. Furthermore, the US Post Office
and new commercial development on the west side of the Interchange is
separated by the Interchange to existing and new residential developments on
the east side. The existing infrastructure and large amount of traffic make
pedestrian and bicycle crossing difficult and extremely dangerous; public input
has even indicated that it is so dangerous that there is relatively no current
pedestrian or bicycle traffic on the Interchange.

The Cass County Commission fully supports this project and we are requesting
that the NDDOT consider adding the necessary improvements for bicycle and
pedestrian safety at the Harwood Interstate Interchange to Project No. IM-9-
029(089)069, PCN 16361 and IM-8-029(097)069, PCN16767.

In addition to our comments, the Fargo Moorhead Metropolitan Council of
Governments has completed a study on this project. A copy of the study is
included for you to review. If you have any questions please contact Mr. Keith
Berndt, Cass County Engineer, at 701-298-2372.

Sincerely,

Box 2806 Mr. Ken Pawluk, Chairman
211 Ninth Street South
Cass County Commission
Fargo, North Dakota 58108

701-241-5609
Fax 701-241-5728
www.casscountygov.com

Enclosure

KIP A WLUKIHOUSTON ENGINEER COMMENT L TR 1-22-08.doc
