<br />I. BACKGROUND <br />The Cass County Commission approved the authorization of an Employee Assistance <br />Program, or EAP, during 2008 budget sessions. This program allows employees to <br />receive confidential assistance in many areas without accessing the health care system. <br /> <br />II. ADMINISTRATION <br />Cass County Government (Cass County) administers the EAP. Enrollment, orientation, <br />services and reporting is the responsibility of the Provider. Individual reports are <br />supplied on at least a quarterly basis. Overall reporting on utilization shall be reported <br />back to Cass County on an annual basis. Reporting shall include but not be limited to <br />Cases, Services, Treatments, Referrals and Management Training. <br /> <br />III. EAP PROGRAM SOLICITATION PROCESS TIME FRAMES <br />The solicitation process requires each interested organization to complete this RFP for <br />submission to Cass County Government. Cass County will then finalize a contract with <br />a chosen Provider for services. <br /> <br />The estimated time frames for this solicitation process are as follows: <br /> <br />November 2007 <br />November 30,2007 <br />December 2007 <br />January 1,2008 <br /> <br />Cass County will issue RFP <br />Proposals are due <br />Cass County will select provider <br />EAP Contract Effective Date <br /> <br />IV. SCOPE OF WORK <br />Cass County is seeking a Provider to offer the following services: <br /> <br />A. Member Orientation <br /> <br />1) Conduct the member orientation of county employees in the EAP. This <br />effort will consist of the following activities: <br /> <br />a) Preparation of appropriate informational material for distribution by <br />employer via email. <br /> <br />b) The Provider will print all materials needed for execution of duties <br />under the contract. <br /> <br />c) The Provider shall agree to perform all presentations in a courteous, <br />prudent and restrained manner without any pressure or harassment. <br />The emphasis of all presentations and informational material shall be <br />placed upon a factual representation of the features of the EAP. <br /> <br />d) Participate in wellness and benefit fairs or meetings. <br /> <br />B. Minimum Services <br /> <br />1) Confidential, voluntary, in-person short-term assessment and counseling <br />sessions for employees and families experiencing life problems of any kind. <br />The EAP will provide counseling for problems related but not limited to: <br /> <br />1 <br />
