The R in the rural addressing system was established to distinguish between the addresses
outside the metro area and those within the metro area. However, this R has caused much
confusion in that it is used for the 911 databases, but for any mailings the R must be
dropped because it causes problems for the post offices sorting system.
As a result, many North Dakota counties have dropped the R from the 911 addresses and
the MSAG to prevent this confusion and to meet the postal standards.

The MSAG also used AV to abbreviate avenue, instead AVE which is commonly used by
the public and the proper abbreviation of the postal standards.

Benefits of meeting the Postal Standards:

1. Create consistently between what 911 addresses and mailing addresses.

For example, currently a person 911 address could be 1650 134 R AV SE, but
they use 1650 134 AVE SE as their mailing address.

2. Create consistently between the county records. No longer will one need to understand
that property address in the rural areas use the R, but the mailing address drops the R.

3. Create consistency between other entities that already use postal standards.

4. Reduce resident's confusion about the use of R.

5. In the future, meeting postal standards by the MSAG will most likely be required;
these updates would make these changes before they are ever required.

For the residents of the county, these changes should not affect them. Most don't use the
R currently and all of them should already be dropping it for any mailing.

For all intensive purposes, the county is already operating under these changes. Most, if
not all employees are under the assumption that the R is no longer be used by anyone and
AVE is already being used in property and mailing records.

As for 911, the Red River Regional Dispatch center supports these two changes.

Drawbacks:

1. Updating a few records in the AS400 to remove the R.
2. Updating the street centerline file to remove the R.
3. Transition period for the telephone companies to update their records to conform to the
changes.
