RECEIVED <br /> <br /> FEB 2 21 4 <br /> <br />CASS COUN1 Y COMMISSION <br /> <br />Cass County 911 <br /> <br />Addressing <br /> <br />County Addressing: <br /> <br />Cass County has authority to assign addresses outside of cities incorporated limits. <br /> · Recently, the county and West Fargo signed a resolution allowing the city <br /> to assign their own addresses in the extraterritorial areas (ET). <br /> · In the near future a similar agreement will be signed by the county and <br /> Fargo. <br /> <br />The county currently assigns addresses using the Burkel Addressing System. This <br />system divides the state into four quadrants with the numbers sequentially rising from the <br />center of the state outward. Under this system Cass County's avenues mn north/south <br />and range from 132 R AV SE to 173 AV SE and streets run east/west, ranging from 12 R <br />ST SE to 54 R ST SE. All the streets and the avenues using the rural addressing system <br />have an R to designate the road is addresses off the rural system and not the metro areas <br />systems: 1650 134 R AV SE. <br /> <br />This addressing system was established in the early 1990s and changed addresses from <br />rural routes to a more easily understood system for 911 dispatchers and responders. At <br />this same time a Cass County Metropolitan Area was established which extending the <br />Fargo/West Fargo addressing systems beyond their city limits. This was created to allow <br />the future annexed lands to be addressed using the city's addressing system. <br /> <br />MSAG and 911: <br /> <br />Cass County is also currently responsible for maintaining the 911 Master Street Address <br />Guide (MSAG) for all areas in the county, excluding West Fargo and Fargo's city limits. <br /> <br />The MSAG lists all the streets and their address ranges in the county. This data is used <br />by the telephone companies to verify that the 911 addresses listed for each telephone <br />number is legitimate and con'ect. <br /> <br />Postal Standards for the MSAG: <br /> <br />Currently there is a trend for county and city MSAGs to meet the postal standards of the <br />US Post Office. These standards dictate the proper abbreviations and format used for <br />mailing addresses. <br /> <br />1505 University Dr S vs. 1505 South Univ. Drive <br /> <br />Currently, Cass County's MSAG does not meet postal standards because of the use of R <br />in the rural addressing system and incorrect abbreviation of avenue. <br /> <br /> <br />
