Previously, it was decided that the proposed road <br />would be added to the County Highway system to allow the Federal Funds <br />to be applied to the project. I'm proposing an alternate plan that would <br />allow the road to be built and owned by the City from the start. This <br />would minimize the County's involvement and avoid the various Federal <br />hurdles required for Federal Aid projects. <br /> <br />I'd recommend we apply the Federal Funds that the DOT has committed <br />to a future County project and use County funds to offset the funds the <br />DOT has committed to the Casselton project. In other words, Cass County <br />would get an additional $200,000 in our annual Federal Aid allotment and <br />we'd apply $200,000 in County funds to the Casselton project. The DOT <br />has indicated this approach is agreeable. If the Casselton is successful at <br />getting additional Federal funds through the State, the same concept would <br />apply to the additional funds. <br /> <br />The net affect is the same. The only downside I can see for the County is <br />we'd spend County funds on the project in 2004. Since we don't have a <br />Federal Aid highway project planned this year we wouldn't tap the extra <br />Federal Funds until 2005.
