Receive and file Indemnity Bond on Lost Instruments for Valley Title and <br />Bremer Bank; and authorize the county auditor and county treasurer to issue <br />duplicate checks. <br />c. Authorize the chairman to sign a letter of support to the City of West Fargo for <br />program changes to city's renaissance zone. <br />d. Receive monthly financial statement from the Auditor's Office for the month <br />ended October 31, 2007. <br />e. Approve raffle permit for the Cass County Wildlife Club to be held January 26, <br />2008, at the Red River Valley Fairgrounds in West Fargo, North Dakota. <br />f. Authorize the Sheriff's Department to purchase two 2008 Dodge Charger <br />patrol vehicles, two 2008 Chevrolet Impala patrol cars, and two 2008 <br />Chevrolet Impala unmarked cars for a total cost of $114,622 to be paid from <br />the 2008 budget. <br />g. Authorize a budget adjustment of $78,319 as revenue to account 101-3501- <br />331.55-05 and $78,319 as expenditures to account 101-3501-421.82-01 for <br />the Sheriff's Department "Secure Our Schools" grant award. <br />h. Contract approval <br />Butler Machinery Company-scheduled maintenance service contracts <br />for generators at the courthouse, annex and jail; <br />North Dakota Department of Transportation-traffic safety grant in the <br />amount of $32,000 for in-car digital surveillance equipment; <br />Lease of county-owned flood lots. <br />i. Authorize the chairman to sign a quit claim deed between Cass County <br />Government and Marvin F. Jr. and Candace Glaser for redemption of tax- <br />forfeited property. <br />j. Allow the solicitation of items for gift packages to be sent to United States <br />troops stationed in Iraq. <br /> <br />6. RESOLUTION #2007-22, Assessment list for Street Improvement District No. 2007-1 <br />confirmed <br />Attorney John Shockley from Ohnstad Twichell P.C. was present. He said the commission <br />approved the creation of Street Improvement District No. 2007-1 on July 2, 2007, to pave <br />streets within Granberg's and Amber Plains Subdivisions. Since then, the Special <br />Assessment Commission has met twice and held a public hearing. No written protests were <br />received in regard to the special assessment district. <br /> <br />The chairman opened the public hearing and invited comments from the audience. Hearing <br />none, the public hearing was closed. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Vanyo seconded that the special assessment <br />list for Street Improvement District No. 2007-1, as confirmed by the <br />Special Assessment Commission, be confirmed by the Cass County <br />Board of Commissioners. On roll call vote, the motion carried <br />unanimously. <br /> <br />7. RESOLUTION #2007-23, MIDA Bond approval for Tharaldson Ethanol Plant I. LLC <br />Attorney James Stewart was present for approval of the MIDA Bond application for the <br />Tharaldson Ethanol Plant I, LLC Project, for the purpose of financing solid waste disposal <br />components of a 100 million gallon per year ethanol production facility located west of <br />Casselton, North Dakota. A public hearing on the application was held June 4, 2007. <br />
