The building <br />was owned by Cass County and leased by SENDCAA for a Head Start Center. The scope of the HOME <br />project was to renovate the upper level to create two affordable rental housing units for Head Start <br />employees who had the responsibility of building security and maintenance. The HOME Grant <br />Agreement for this project was executed by the City of Fargo and SENDCAA for a 10 year period. The <br />LURA for this project was executed by the ND Office of Intergovernmental Assistance and Cass County <br />for a 15 year period. <br /> <br />SENDCAA will be giving official notice to Cass County of its intent to vacate the building effective <br />October 1, 2007. The building no longer serves the needs of the Head Start program as there are no <br />longer enough Head Start eligible children in this geographic area. All of the Head Start operations in <br />this building will be transferred to other Fargo locations. <br /> <br />This three level building was constructed in the early 1900's and requires a large amount of upkeep and <br />maintenance. Once SENDCAA vacates the building the lower level and main floor will be empty. The <br />two HOME assisted apartments would remain on the upper level. It would not be very feasible to <br />maintain these two apartments in a vacant building. Also, Cass County could decide to demolish the <br />structure because of the high operating costs and ongoing maintenance requirements of the building. The <br />issue of whether the HOME assisted rental units have to be maintained through the period of affordability <br />will impact any decisions related to the apartments and building. <br /> <br />SENDCAA requests that the Division of Community Services forgive the HOME funds invested in this <br />project and not enforce the period of affordability to 2013.
