Burdick \O'\ilLlA <br />Cass County State's Attorney <br /> <br />Ct~SS COUNTY COMMISSJ,QN <br /> <br />DATE: <br /> <br />October 30, 2007 <br /> <br />RE: <br /> <br />COPS Drug Grant for State's Attorneys Office <br /> <br />********************* <br /> <br />I would like to add this topic to the next Commission agenda. <br /> <br />As I have previously discussed with you, last summer we applied for a <br />COPS* Methamphetamine I nitiative grant together with the Fargo Police <br />Department (FPD). This was a new grant opportunity. The FPD is the <br />lead agency on the grant. The U.S. Department of Justice approved the <br />application this fall. Mayor Walaker, as the government official of the lead <br />agency, signed the grant documentation last week (Exhibit 1). With that <br />signature, the FPD expects the U.S. DOJ will provide it formal award <br />documentation in the next couple of weeks. <br /> <br />This COPS grant is for a variety purposes (Exhibit 2). The total grant is <br />for $382,533.44. The portion related to the State's Attorneys Office is <br />$156,614.62 (Exhibit 2, pages 1-2). The purpose of those funds is to <br />cover the salary and benefits of a methamphetamine prosecutor for 2 <br />years. There is no local match requirement, although certainly there will <br />be incidental local costs such as for furniture, supplies, etc. There is no <br />guarantee that grant money to support the position will be available after <br />that time. We may not, under the grant, simply apply the grant money <br />towards existing staff. In order to accept the grant money we must hire <br />additional staff with that money. <br /> <br />Based upon the above, I am asking the Commission for the following, <br />conditioned upon receipt of the formal award documentation from U.S. <br />DOJ: <br /> <br />. <br /> <br />Authorize SAO participation with the COPS <br />Methamphetamine Initiative grant reflected within Exhibit 1. <br /> <br />. <br /> <br />Authorize an additional position within the SAO for the <br />COPS Methamphetamine grant attorney. The salary/benefit <br />numbers utilized for the grant were estimates based upon <br />a D62 (senior) attorney. I understand that, under the grant <br />
