<br />Harwood Pedestrian and Bicycle Crossing Project Description <br /> <br />The Five E's: <br /> <br />Engineering: <br /> <br />The project is an infrastructure project and hence addresses the engineering component of <br />a comprehensive approach <br /> <br />Education: <br /> <br />During the project development stage, the Hardwood Community School children were <br />involved in identifying safety issues related to bike and walk across 1-29 overpass and in <br />the process they learnt the various ways these issues can be addressed. <br /> <br />Enforcement: <br /> <br />The project addresses the enforcement component of a comprehensive approach by <br />recommending actions to improve the existing signagc system, pedestrian signalization <br />and reevaluating the existing speed limits on Dakota A venue/Cass County Highway 22. <br /> <br />Encouragement: <br /> <br />The project addresses the encouragement component of a comprehensive approach by <br />promoting non motorized means of transportation <br /> <br />Evaluation: <br /> <br />During the project development stage data had been collected which included traffic <br />volume counts along Dakota A venue/Cass County Highway 22, bike and pedestrian <br />counts at the school intersection and at the bridge crossing and crash data. <br />
