I am further
recommending that Cass County split the 20% local construction costs not
to exceed $20,000 with the City of Mapleton required by the grant and fund
the administrative and engineering costs.

We have applied for TE funds for this project in the past unsuccessfully;
however for this application the project is divided into two phases to
improve the chances of funding, and create less of a need for local funding.
The second phase is approximately 1500 feet and runs from near the School
along residential areas and the golf course to near 1-94 and is being applied
to for TE Funds.

The DOT accepts applications for TE funds once a year. The deadline for
2009 TE fund requests is November 21, 2007. If successful in receiving the
grant, it would fund 80% of the construction costs. DOT rules allow only
Counties and Cities with populations over 5000 to apply for TE Funds
directly, therefore Mapleton can not apply directly for these grants so the
County has to act as a sponsor in order for the project to be eligible.

SUGGESTED MOTION: Authorize Chairman to sign an application for
a 2009 Transportation Enhancement grant for a multi-use path adjacent to
Cass County Highway 11 in Mapleton with and estimated construction cost
of$102,086.36. The approval is contingent upon the City of Mapleton
funding not less than 10% of the construction cost.

J:\Admin-Eng\Commission Corrsp\2007 Commission Correpondence\Agenda Memo for Oct 1 agenda Mapleton multi use path TE Funds.doc
