SRTS funds <br />provide 100% funding for construction costs, but grant recipients are <br />responsible for all planning, design, and administration costs, with this in <br />mind I am further recommending that Cass County pay 50% of local costs <br />not to exceed $10,000. <br /> <br />We have applied for TE funds for this project in the past unsuccessfully; <br />however for this application the project is divided into two phases to <br />improve the chances of funding, and create less of a need for local funding. <br />The first phase is approximately 2000 feet running from City Hall to near <br />Mapleton Elementary School and being applied for the SR TS program as it <br />more specifically relates to SRTS program guidelines. <br /> <br />The DOT accepts applications for SRTS Funds once a year, and the <br />deadline is November 21, 2007. If successful in receiving a SR TS grant, it <br />would fund 100% of the construction costs. DOT rules allow only Counties <br />and Cities with populations over 5000 to apply for SRTS Funds directly, <br />therefore Mapleton can not apply directly for these grants so the County has <br />to act as a sponsor in order for the project to be eligible. <br /> <br />SUGGESTED MOTION: Authorize Chairman to sign an application for <br />a 2009 Safe Routes To School grant for a multi-use path adjacent to Cass <br />County Highway 11 in Mapleton with an estimated construction cost of <br />$138,498.48.
