<br />CONDITIONS OF SECURE OUR SCHOOLS GRANT AWARD

<br />I. Grantees that have been awarded funding for the procurement of an item in excess of $1 00,000 and plan to use a non-
<br />competitive procurement process must provide a written sole source justification to the Office of Community Oriented
<br />Policing Services (COPS) for approval prior to obligating, expending, or drawing down grant funds for that item.
<br />2. The funding under this project is for the payment of up to 50% of approved costs to improve security at schools and on
<br />school grounds. The allowable costs for which your agency's grant has been approved are listed on the budget
<br />clearance memorandum, which is included in your agency's award packet.
<br />3. Secure Our Schools grant funds must be used to supplement, and not supplant, state, local or Bureau ofIndian Affairs
<br />funds already committed for the grant purpose (hiring, training, purchases, and/or activities) that would exist in the
<br />absence of the grant.
<br />4. The grantee acknowledges its agreement to comply with the Assurances and Certifications submitted with the Secure
<br />Our Schools grant application.
<br />5. In order to assist the COPS Office in the monitoring of the award, your agency will be responsible for submitting
<br />periodic progress reports and quarterly financial status reports.
<br />6. The COPS Office may conduct or sponsor national evaluations of the Secure Our Schools program. The grantee agrees
<br />to cooperate with the evaluators.
<br />7. The grantee acknowledges that the Department of Justice performs various functions to ensure compliance with all
<br />grant requirements and to provide technical assistance to grantees. The grantee agrees to cooperate with any requests
<br />for grant-related documentation or other relevant information.
<br />8. The grantee agrees to abide by the terms, conditions, and regulations as found in the Uniform Administrative
<br />Requirementsfor Grants and Cooperative Agreements to State and Local Governments, 28 C.P.R. Part 66 (or the
<br />Uniform Administrative Requirements for Grants and Cooperative Agreements with Institutions of Higher Education,
<br />Hospita]s and other Non-Profit Organizations, 28 C.P.R. Part 70, as applicable).
<br />9. Por grants of $500,000 or more (or $],000,000 or more in grants over an eighteen-month period), the grantee
<br />acknowledges that failure to submit an acceptable Equa] Emp]oyment Opportunity Plan (if the grantee is required to
<br />submit one under 28 C.P.R. 42.302) that is approved by the Office of Justice Programs, Office of Civil Rights, is a
<br />violation of its Assurances and may result in the suspension of the drawdown offunds. Por grants under $500,000, the
<br />grantee must submit a completed EEOP Certification form to the Office of Justice Programs, Office ofCivi] Rights,
<br />within 60 days of the grant award.
<br />] O. The grantee agrees to complete and keep on file, as appropriate, a Bureau of Citizenship and Immigration Services
<br />Employment Eligibility Verification Porm (1-9). This form is to be used by the recipients offederal funds to verify that
<br />persons are eligible to work in the United States.
<br />] I. Grantees using Secure Our Schools funds to operate an interjurisdictiona] criminal intelligence system must comply
<br />with the operating principles of28 C.P.R. Part 23. The grantee acknowledges that it has completed, signed and
<br />submitted with its grant application the relevant Special Condition certifying its compliance with 28 C.P.R. Part 23.
<br />12. If any part of the funded project is subject to the requirements of the Human Subjects Research Risk Protections
<br />regulations, found in 28 C.P.R. Parts 22 and 46, the grantee agrees to comply with these federal regulations.
<br />13. The grantee may not obligate, expend or draw down grant funds until official notification is received that the project
<br />budget has been approved by the COPS Office.
<br />] 4. Your agency may request an extension of the grant award period to receive addition a] time to implement your grant
<br />program. Such extensions do not provide additional funding. Only those grantees that can provide a reasonable
<br />justification for delays will be granted no-cost extensions. Extension requests must be received by the COPS Office
<br />prior to the expiration of the grant award.
<br />]5. All grant modification requests must be approved, in writing, by the COPS Office prior to their implementation. The
<br />COPS Office will not approve any modification request that results in an increase of federal funds.
<br />16. Travel costs for transportation, lodging and subsistence, and related items are allowable under the Secure Our Schools
<br />grant program with prior approval from the COPS Office. Payment for travel costs incurred directly by the grantee and
<br />grant-related travel costs of other (non-grantee) individuals will be based on the rates established in the grantee's
<br />written travel policy (if avai]ab]e) if costs are reasonable and allocable to the project. Grantees that do not have
<br />acceptable written travel policies will be reimbursed for allowable per diem travel costs for lodging, meals and
<br />incidentals at the established GSA per diem rates for the relevant geographic area. Allowab]e airfare travel costs will
<br />be reimbursed based upon the lowest discount commercia] airfare, the federal govemment contact airfare, if authorized
<br />and available, or standard coach airfare, in accordance with Circular A-87 Cost Principles for State, Loca] and Indian
<br />Triba] Governments, Circular A-122 Cost Principles for Non-Profit Organizations, and Circular A-21 Cost Principles
<br />for Educational Institutions, as applicable.
<br />17. Pa]se statements or claims made in connection with COPS grants may result in fines, imprisonment, debarment from
<br />participating in federal grants or contracts, and/or any other remedy available by law.
