<br />CASSCOUNlY <br />GOVERNMENT <br /> <br /> <br />October 1 , 2007 <br /> <br />Board of County The Honorable Kent Conrad <br />Commissioners United States Senate <br />530 Hart Senate Office Building <br />Scott Wagner Washington DC 20510 <br />Fargo, North Dakota <br /> <br />Vem Bennett Dear Senator Conrad: <br />Fargo, North Dakota <br />On behalf of the Cass County Commission, I write to express strong <br />Ken Pawluk opposition to the Public Safety Employer-Employee Cooperation Act of 2007 <br />Fargo, North Dakota (H.R. 980) passed by the House on July 17,2007, and referred to the Senate <br />for consideration. I implore you to oppose any companion measure to H.R. <br />o II W. V: 980 that would force sheriffs and other public safety officers to adhere to <br />arre . anyo "one-size fits all" federally mandated labor management guidelines. Such <br />West Fargo, North Dakota measures fail to recognize that each state and local jurisdiction has unique <br />needs and resources which influence how state and local governments <br />Robyn Sorum approach their labor management relations. Cass County, for example, has <br />Horace, North Dakota already implemented a comprehensive compensation plan for all employees <br /> <br />The burden of H.R. 980 places on public safety offices is particularly <br />troublesome during this time when federal funding and resources for local <br />law enforcement continue to decrease. The provisions of H.R. 980 would <br />force sheriffs and public safety officers to invest time, money and resources <br />toward implementing and upholding collective-bargaining administration at <br />the expense of public safety. Additionally, the National Sheriff's Association <br />representing the voice of over 3,000 sheriffs across the country has voted <br />unanimously to strongly oppose this measure. <br /> <br />When this bill was previously introduced in 2001, you voted FOR the <br />legislation.
