CASSCOUNlY
GOVERNMENT

ctober 1 , 2007

B d f C tyThe Honorable Byron Dorgan
oar 0 oun United States Senate
Commissioners PO Box 2579
322 Hart Senate Office Building
Scott Wagner Washington DC 20510-2579
Fargo, North Dakota

VemBennett Dear Senator Dorgan:

Fargo, North Dakota
On behalf of the Cass County Commission, I write to express strong
Ken Pawluk opposition to the Public Safety Employer-Employee Cooperation Act of 2007
(H.R. 980) passed by the House on July 17, 2007, and referred to the Senate
Fargo, North Dakota for consideration. I implore you to oppose any companion measure to H.R.
980 that would force sheriffs and other public safety officers to adhere to
Darrell W. Vanyo "one-size fits all" federally mandated labor management guidelines. Such
West Fargo, North Dakotameasures fail to recognize that each state and local jurisdiction has unique
needs and resources which influence how state and local governments
Robyn Sorum approach their labor management relations. Cass County, for example, has
Horace, North Dakota already implemented a comprehensive compensation plan for all employees.

The burden of H.R. 980 places on public safety offices is particularly
troublesome during this time when federal funding and resources for local
law enforcement continue to decrease. The provisions of H.R. 980 would
force sheriffs and public safety officers to invest time, money and resources
toward implementing and upholding collective-bargaining administration at
the expense of public safety. Additionally, the National Sheriff's Association
representing the voice of over 3,000 sheriffs across the country has voted
unanimously to strongly oppose this measure.

When this bill was previously introduced in 2001, you voted FOR the
legislation. We now urge you to oppose any companion measure to the
Public Safety Employer-Employee Cooperation Act of 2007 (H.R. 980).
Should you have any questions, please feel free to contact me or Cass
County Sheriff, Paul Laney.

Sincerely,

Heather Worden
Commission Assistant Scott Wagner, Chairman
Cass County Board of Commissioners

Box 2806
211 Ninth Street South cc:
Fargo, North Dakota 58108

Cass County Commission
Sheriff Paul Laney
Mark Johnson, NDACo

701-241-5609
Fax 701-241-5728
www.casscountygov.com
