<br />9 <br />1 (1) IN GENERAL.-If the Authority determines, <br />2 acting pursuant to its authority nnder subsection <br />3 (a), that a State does not substantially provide for <br />4 the rights and responsibilities described in sub- <br />5 section (b), such State shall be subject to the regula- <br />6 tions and procedures described in section 5. <br />7 (2) EFFECTIVE DATE.-Paragraph (1) shall <br />8 take effect on the date that is 2 years after the date <br />9 of enactment of this Act. <br />10 SEC. 5. ROLE OF THE AUTHORITY. <br />11 (a) Ix GENERAL.-Not later than 1 year after the <br />12 date of the enactment of this Act, the Authority shall issue <br />13 regulations establishing procedures providing the rights <br />14 and responsibilities described in section 4(b) for public <br />15 safety employers and officers in States which the Author- <br />16 ity has determined, acting pursuant to its authority under <br />17 section 4(a), do not substantially provide for such rights <br />18 and responsibilities. <br />19 (b) ROLE OF THE FEDERAL LABOR RELATIONS Au- <br />20 THORITY.-The Authority, to the extent provided in this <br />21 Act and in accordance with regulations prescribed by the <br />22 Authority, shall- <br />23 (1) determine the appropriateness of units for <br />24 labor organization representation; <br /> <br />.HR 980 IH <br />
