APPENDIX A

AGREEMENT FOR PARTICIPATION
IN THE NORTH DAKOTA
410 ALCOHOL INCENTIVE PLAN

PROJECT NO. PHSP4100803 SP 01 Ph 04

3. Well-publicized media campaign.

Because this is a statewide effort, participation by the Cass County Sheriff's Office is critical to the
success of the project. If the contractor is unable to fulfill the commitment to the project, they must
contact the NDDOT Office of Traffic Safety (OTS) as soon as possible.

To successfully deter motorists from driving impaired, a highly-publicized media campaign must be
conducted at the community level and include the "Drunk Driving. Over the Limit Under A"est "
campaign material. This campaign may include news releases, news conferences, TV interviews,
media ride-along, and radio announcements. Samples and/or copies of the public information efforts
need to be submitted with the reimbursement voucher and report. These will be included in our final
report to NHTSA.

The agency is encouraged to follow the guidelines for vehicular pursuits that are currently in effect:
issued by the International Association of Chiefs of Police. If the agency has a policy related to
vehicular pursuit, a copy must be provided to the OTS.

Reimbursement vouchers are due no later than 30 days after the end of the activity in which expenses
occurred. The final voucher is due no later than November 14, 2008. Supporting documents must be
retained at the state level in accordance with audit guidelines.

The Cass County Sheriff's Office will provide a copy of their safety belt policy to the OTS before
requesting reimbursement for this activity. All persons reimbursed with traffic safety funds are
required to wear safety belts and obey all traffic laws while on official business of the project.
