APPENDIX A PAGE 1 OF 3 AGREEMENT FOR PARTICIPATION IN THE NORTH DAKOTA 410 ALCOHOL INCENTIVE PLAN PROJECT NO. PHSP4100803 SP 01 Ph 04 SCOPE OF WORK This grant entitles the Cass County Sheriff's Office funding to conduct enforcement activities within Cass County. Funding for this project is provided through the National Highway Traffic Safety Administration (NHTSA) under the authority of V.S.C. 410. The objective of this enforcement project is to provide the public with the safest roads possible by removing the impaired driver. The success of this project will be built upon the strategy that education, along with high-visibility enforcement, is an effective means to change driver behavior. The Cass County Sheriff's Office will conduct targeted saturation patrols and/or checkpoints to detect activities and apprehend alcohol- and drug-impaired drivers. These enforcement activities will be conducted at least once each quarter throughout the fiscal year. The Cass County Sheriff's Office will also participate at least four nights during the national crackdown campaign. See breakdown of quarters and national crackdown dates below. The purpose of this activity is to serve as a visible deterrent to drinking and driving. The following criterion should be included in all operating procedures: 1. Problem identification to determine which enforcement strategies best addresses the needs of the community. 2. Saturation patrols will be established at locations locally where the occurrence of impaired-driving is high.
