Commission Minutes-September 17, 2007 3272 10. SHERIFF'S DEPARTMENT, Fee chanQes for concealed weapon permits and extra duty work events approved Sheriff Paul D. Laney was present to discuss proposed fee changes for extra duty work events and concealed weapon permits. Sheriff Laney said the current rate to hire off-duty deputies for work events is $35.00 per hour, with $30.00 paid to the deputy and $5.00 paid to the general fund to cover administrative fees for vehicle usage and processing requests. He said over the last six months, Fargo and West Fargo Police Departments raised extra duty fees to $40.00 per hour at a minimum of three hours and he is requesting the county adopt the same fee to be consistent. MOTION, passed Mrs. Sorum moved and Mr. Pawluk seconded to adopt the new hourly rate recommended by the Cass County Sheriff's Department and raise the extra duty fees from $35.00 to $40.00 per hour at a minimum of three hours effective October 1, 2007. This action will provide $35.00 to the deputy working the detail and $5.00 to the general fund for administrative and equipment costs. Discussion: Mr. Vanyo asked if the other entities charge $5.00 per hour to cover costs and the sheriff was unsure, but said the fee is appropriate to offset any expenses incurred by the county. On roll call vote, the motion carried unanimously. Sheriff Laney said the filing process for concealed weapons permits was changed, effective August 15, 2007. The office is now responsible for the entire process, including finger print services, which is more efficient. He is requesting the new application fee be increased from $31.00 to $35.00 and the renewal fee from $1.00 to $10.00 to cover the cost of background checks and photos. MOTION, passed Mr. Pawluk moved and Mrs. Sorum seconded to adopt the new fee schedule of $35.00 to cover costs for processing concealed weapon permits as recommended by the Cass County Sheriff's Department. On roll call vote, the motion carried unanimously. 11. SHERIFF'S DEPARTMENT, Update on ioint dispatch and school Qrants: school resource officer Sheriff Laney said the City of Fargo will be receiving a $3 million grant to update the current Computer Aided Dispatch/Record Management System (CAD/RMS) for the Red River Regional Joint Dispatch Center. Mrs. Johnson said software for jail management is also included in the grant. Sheriff Laney said the county applied for a 2007 Secure Our Schools Grant in July. He received notice the county will be awarded a grant in the amount of $78,319. Area school districts will match the funding which will be used for security equipment such as video cameras and intercoms in area schools. Sheriff Laney said the 2008 budget includes a School Resource Officer position that was approved contingent on 50% being funded by the school districts. He has spoken with and received approval from four school boards who approved the cost share arrangement.
