<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL SPECIAL MEETING <br />RUSH RIVER WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />HERITAGE CONFERENCE ROOM <br />WEST FARGO, NORTH DAKOTA <br />APRIL 16, 2024 <br />9:00 A.M. <br /> <br />A virtual / conference call special meeting of the Rush River Water Resource District was <br />held on April 16, 2024, at 9:00 a.m. <br /> <br />Present were William A. Hejl, Chairman; Richard Sundberg, Manager; Jacob Gust, <br />Manager; Melissa Hinkemeyer, Secretary-Treasurer; Leilei Bao, Accountant; Carolyn <br />Fiechtner, Administrative Assistant; Sean M. Fredricks, Ohnstad Twichell, P.C.; Alexa <br />Ducioame, Moore Engineering, Inc.; Mike Opat, Houston Engineering, Inc.; Duane <br />Breitling, Cass County Commissioner; Kyle Litchy, Cass County Highway Department; <br />Jim Krogh, Raymond Township property owner; and Dylan Foss, Harwood. <br /> <br />Approval of agenda <br />It was moved by Manager Sundberg and seconded by Manager Gust to approve the order <br />of the agenda, as presented. Upon roll call vote, the motion carried unanimously. <br /> <br />Minutes <br />It was moved by Manager Sundberg and seconded by Manager Gust to approve the <br />minutes of the March 19, 2024, meeting, as presented. Upon roll call vote, the motion <br />carried unanimously. <br /> <br />Metro Flood Diversion Project <br />Chairman Hejl and Manager Gust reported on construction updates of various <br />components of the Metro Flood Diversion Project. <br /> <br />Alexa Ducioame stated Moore Engineering, Inc. is modeling the transition between the <br />Rush River and the Diversion Channel of the Metro Flood Diversion Project to ensure the <br />flow velocities are acceptable. <br /> <br />Jim Krogh and Dylan Foss addressed the Board with concerns regarding drainage in <br />Sections 36 and 25 of Berlin Township and Section 2 of Raymond Township, on the west <br />side of the Diversion Channel. Mr. Krogh and Mr. Foss proposed a temporary tie-in from <br />the west side of the Diversion Channel to the Rush River instead of the current pump <br />system. <br /> <br />The contact information for the engineers at Moore Engineering, Inc. and the Director of <br />Engineering at the Diversion Authority was provided.
