Commission Minutes—May 6, 2024 5856 <br />taxes throughout the duration of the PILOT. The land would be fully taxable with an estimated value <br />of $558,0000 with annual taxes of approximately $3,000. <br />Fargo Director of Strategic Planning and Research, Jim Gilmour was present and said the Fargo <br />City Commission approved the PILOT. He said the PILOT is needed for project viability. Tyler <br />Sheeran, Vice President of Development at Commonwealth Development Corporation was present <br />via Microsoft Teams and said the project has secured a low-income housing award and the plans <br />and specs have been finalized. He said the project will begin as early as next month if the PILOT <br />application is approved. He said the project is for senior housing with a mix of one and two bedroom <br />units and covered parking on the first floor. <br />Mrs. Scherling asked if the project is for low income or affordable housing as both are referenced in <br />the documents provided. Mr. Sheeran said the project is for low-income housing as defined by <br />federal guidelines. Mrs. Scherling asked how many covered parking spaces there will be. Mr. <br />Sheeran said the building will be four stories with the first floor for podium style parking and three <br />stories of residential units. He said there will be 40 units in the building, 39 parking spaces in the <br />building and 36 exterior parking spaces, or just under two stalls available per unit. Mr. Grindberg <br />asked if the PILOT is requested for 17 years to make the project viable similarly to the project <br />approved earlier this year for Beyond Shelter. Mr. Gilmour said the difference with this project is that <br />it will be owned by a for-profit company and will have to be refinanced after the 17-year PILOT. He <br />said the housing must remain low income for 30 years per federal requirements. <br />Mr. Kapitan moved and Mr. Breitling seconded to participate in the request for a <br />payment in lieu of tax (PILOT) in the City of Fargo submitted by NEX Senior, <br />KKC on a new low-income housing apartment building located at 1728 South <br />42nd Street in Fargo for up to a seventeen-year period. Discussion: Mr. Peterson <br />said he met with the developer prior to the meeting and appreciates the owners <br />for lowering the architectural fees and improving from a request on a previous <br />project. On roll call vote, the motion carried unanimously. <br />8. ABATEMENT, Approved for Wade and Elizabeth Berreth <br />County Director of Equalization, Paul Fracassi was present to discuss an abatement application <br />submitted by Wade and Elizabeth Berreth for a property located at 1488 Shawnas Place South in <br />Fargo. The 2023 true and full value was set at $1,323,300 and the applicant requested a reduction <br />to $880,656. City of Fargo Assessing staff recommended and the Fargo City Commission approved <br />a reduction in value to $1,239,200. Mr. Fracassi said the property owner was in agreement with the <br />approved reduction and waived their right to a public hearing at the City of Fargo. <br />MOTION, passed <br />Mr. Kapitan moved and Mr. Breitling seconded to reduce the true and full value <br />of parcel 01-8489-00300-000 for the 2023 tax year to $1,239,200. On roll call vote, <br />the motion carried unanimously. <br />9. VETERANS TREATMENT COURT PROPOSAL <br />East Central Judicial District Judge, Constance Cleveland was present to discuss a proposal for <br />Veterans Treatment Court. Ms. Cleveland discussed what Veterans Treatment Court is, the <br />similarities and differences between Veterans Court and Drug Court, resources that make up <br />Veterans Court and Drug Court, why Veterans Court is needed in Cass County, the number of <br />Veterans Court eligible numbers in Cass County. and a request for the Commission to support <br />Veterans Treatment Court in Cass County. <br />Mrs. Scherling asked if Veterans Treatment Court is used only for drug treatment. Ms. Cleveland <br />said Veterans Treatment Court is for any Veterans who are involved in court, meet the requirements <br />of the program. and need services, not just for drug addiction. She said Veterans are unique and <br />there are specialty services available to Veterans through Veterans Affairs and other local entities. <br />Mrs. Scherling asked what the success rate of the program is to not reoffend.
