In making this determination, I have reviewed the following documents <br />and made the following contacts: <br /> <br />(1) Petition by residents for paving Aquarius Drive, adjoining streets and cuI de sac. The <br />petition was signed by more than sixty percent (60%) of the landowners and the <br />proposed district requesting paving for the streets. <br /> <br />(2) The landowners have contracted with an engineer registered by the State of North <br />Dakota. Specifically, Roger C.
