GOVERNMENT

December 5, 2003

Board of County
Commissioners

Scott Wagner
Fargo~ North Dak~

Vern Bennett
Fargo, North Dakota

John Meyer
Fargo, North Dakota

Darrell W. Vanyo
Fargo, North Dakota

Robyn Sorum
Horace, North Dakota

To Whom It May Concern:

This letter is being submitted as part of the Cass County Government
application for Cass County, North Dakota, to be considered for the
Pesticide Environmental Stewardship Program Project Grant.

The Board of County Commissioners strongly supports the application.
Cass County is in a unique position to make this an extremely effective
program. Cass County's ongoing strong commitment to reducing the risks
from the use of pesticides, communication and performance monitoring,
combined with the need to control the spread of mosquito-borne disease,
makes Cass County Government the perfect candidate for this project.

It is important to note that mosquitoes, given their behavior patterns,
resilient nature and enormous breeding potential, be controlled using
environmentally safe methods. Cass County will continue to work toward
the goal of providing a comprehensive program aimed at the invaluable
factor of improving the pleasures of outdoor life along with providing a
comfortable and healthy environment for community residents. We hope
you will look favorably on Cass County's application.

Sincerely,

Scott Wagner, Chairman
Cass County Board of Commissioners

Joyce 8chepp
Commission Assistant

Box 2806
211 Ninth Street South
Fargo, North Dakota 58108

701-241-5609
Fax 701-241-5728

K:\Wagner~VECTOR-EPA12-15-03.doc
