The substance
of the agreement is:

o Cass County contracts for the design and construction of the road
similar to other County Federal Aid projects.

o Cass County adds the road to the County Highway system

The City reimburses the County for all expense above $20,000. (If the
County Commission decides to change the County's participation
amount, this number will be adjusted in the agreement).

o The road is turned over to the City at a future date to be determined by
Cass County.

o The City maintains the road at its expense.

I met with the Casselton City Council on December 1. The Council approved
the agreement in concept, subject to legal review. The City also plans to ask
the County Commission for a larger contribution toward the project prior to
finalizing the agreement.

The current construction cost estimate is $671,000. In addition, land
acquisition, engineering, and County administrative costs will likely bring the
total project cost to the range of $800,000.
