Commission Minutes-September 4, 2007 3267

The contract exceeds the road maintenance budget line item by about $100,000, but the
county engineer expects to be under budget in the gravel line item by an amount sufficient
to cover this project.

Mr. Bennett asked about two bridge closures that have occurred recently in the county and
the importance of repairing and re-opening them as soon as possible. He asked if today's
request is premature as the funds may be used to repair the bridges. Mr. Berndt believes
he will have funds available to repair at least one because another road project came in
under budget. He said both are low volume traffic bridges and area residents have
alternative routes to use. Mr. Berndt plans to address this issue at a future commission
meeting.
MOTION, passed
Mr. Pawluk moved and Mr. Bennett seconded to authorize the chairman
to sign a contract with Border States Paving for maintenance patch
overlays on County Highways 6, 17, 20 and 31, subject to state's attorney
approval. On roll call vote, the motion carried unanimously.

11. VOUCHERS, Approved
MOTION, passed
Mr. Pawluk moved and Mrs. Sorum seconded to approve Voucher No.
220,122 through Voucher No. 220,473. On roll call vote, the motion
carried unanimously.

12. YOUTH COMMISSION; DISTRICT COURT REQUEST; ANNEX PARKING LOT; EAST
CENTRAL COMMISSIONERS MEETING; PUBLIC EMPLOYEE RETIREMENT SYSTEM;
NDACo CONVENTION, Committee reports
Mrs. Johnson said the Cass County Youth Commission will hold their first meeting on
Wednesday, September 19th and she will give a presentation in the afternoon for those
commissioners who may wish to attend.

Mrs. Johnson was contacted by Rod Olson, East Central Judicial District Court
Administrator, about hanging pictures of the nine previous judges in the north hallway by the
rotunda area on the third floor of the Courthouse. The plan is to frame and hang pictures of
past judges as they retire. The board was in agreement to allow the project to proceed.

Mrs. Johnson received a request from a group of short-wave (ham) radio operators to use
the annex parking lot this month to sell used radio equipment. Last year a similar request
was received and the organization completed a facility use agreement and provided proof of
insurance. She said the sale will occur on a Saturday and once the date is determined, the
Sheriff's Department will be notified of the event.

Mrs. Johnson said a fall/winter meeting of the East Central County Commissioners
Association will be held October 17, 2007, at the Stutsman County Law Enforcement Center
in Jamestown.

Mrs. Johnson said the North Dakota Public Employee Retirement System (NDPERS) plans
to offer individual consultations to interested employees. The board was in agreement to
have the county participate. Mrs. Johnson said a personal representative will be available
and the personnel office will set up appointments, similar to the process used for deferred
compensation consultations.
