EMERGENCY MANAGEMENT, Public hearinQ and adoption of Cass County Multi- <br />Hazard MitiQation Plan <br />Dave Rogness, Emergency Manager, was present. He said every five years the Cass <br />County Multi-Hazard Mitigation Plan is updated. The plan allows the county to apply for <br />mitigation funds. The first public hearing was held on August 20, 2007. A legal notice was <br />published for the second public hearing today. <br /> <br />Mr. Wagner opened the public hearing for comments and hearing none, closed the public <br />hearing. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to adopt the revised 2007 <br />Cass County Multi-Jurisdictional Multi-Hazard Mitigation Plan and to <br />authorize the chairman to sign a resolution accepting the plan. On roll <br />call vote, the motion carried unanimously. <br /> <br />7. JAIL MENTAL HEALTH DIVERSION GRANT, Approved <br />Sheriff Paul D. Laney and Major Glenn Ellingsberg were present. Sheriff Laney said a grant <br />application for a jail diversion program for people with severe mental health issues has been <br />approved in the amount of $249,973 through the U.S. Department of Justice for a three-year <br />period ending in 2010. The grant will increase opportunities for early intervention for <br />"system involved" individuals with mental illness; provide courts with treatment options; <br />maximize diversion opportunities for non-violent offenders with mental illness and co- <br />occurring disorders; promote training for justice and treatment professionals on the criminal <br />justice process and mental health and substance abuse issues; and facilitate <br />communication among justice professionals, treatment providers and government partners. <br />The sheriff thanked the Jail Intervention Coordinating Committee for their work during this <br />application process. <br /> <br />Major Ellingsberg said the grant will allow the county to hire a full-time mental health <br />coordinator to work with jail staff; a contracted case manager from Southeast Human <br />Services; and a grant manager to oversee the program. The grant requires a local match of <br />$62,493, which will be provided with in-kind funds; no county dollars will be spent. The local <br />match will include office space, phones and other office equipment for staff. Mr. Wagner <br />asked how the positions will be funded after the three-year period expires. Mr. Ellingsberg <br />plans to approach the state legislature in two years to show the success of the program in <br />Cass County and ask for funds to cover two positions. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to approve the FY 2007 <br />Justice and Mental Health Collaborative Grant in the amount of $249,973 <br />from the United States Department of Justice; and to authorize Glenn <br />Ellingsberg from the Sheriff's Office to act as the Authorized <br />Organization Representative (AOR) and file any electronic filings which <br />may be required for grant acceptance, grant management and any other <br />documentation required during the grant period on the county's behalf. <br />On roll call vote, the motion carried unanimously. <br /> <br />8. ABATEMENT HEARING, Approved for Vern Williams <br />Frank Klein, Director of Equalization, was present. He reviewed his investigation of the <br />abatement application filed by Vern Williams for property located at 211 Hackberry Drive in <br />Kindred, North Dakota. <br />
