1. The Law Enforcement Agencies listed below agree to assist Fargo Cass Public Health in its distribution of medications by assessing the need for and providing security at POD sites: Fargo Police Department West Fargo Police Department Cass County Sheriff's Office Moorhead Police Department Clay County Sheriff's Office 2. The Law Enforcement Agencies listed herein agree to develop security plans for the individual POD sites 3. The Law Enforcement Agencies listed herein agree to provide security services at POD sites more specifically described as follows: A. Provide security at pharmaceutical storage sites, including security for accessibility to locked and limited access pharmaceutical-storage areas; B. Provide security at for transportation of pharmaceuticals; C. Restrict access to the POD clinic to authorized personnel, including confirmation of required identification for access to restricted areas; D. Provide crowd control measures and assist with orderly flow of traffic and parking at the clinic site; E. Assist With orderly movement of vaccine recipients through clinic process. F. Provide security for all staff, providers, and volunteers at all distribution points and POD sites. G. Provide ongoing assessment of security risks at distribution and POD sites and modify security in light of changing threats and intelligence information. 4. Security services will be provided according to the POD Operations Plan and as staffing and resources allow as determined by the head of each respective Law Enforcement Agency. 5. This Memorandum of Understanding may be terminated by any party upon the giving of thirty (30) days written notice. 6. Fargo Cass Public Health will allocate funds to the Law Enforcement Agencies as reimbursement for time and resources expended for development of security plans at POD sites following receipt of bills and supporting documentation for such services. 2
