Mr. Jahner said if the bill is not passed, the Sheriff's Office will <br />reevaluate and update the Commission at that time. On roll call vote, the motion <br />carried unanimously. <br />10. SHERIFF'S OFFICE, Therapy dog program approved <br />Mr. Jahner said a few organizations and citizens have reached out to add a therapy dog to the <br />Sheriff's Office. He said there is a dog breeder who has offered to donate the dog and other donors <br />have come forward to cover the start-up costs of approximately $13,000 to pay for equipment for the <br />dog. He said food, veterinary services, and other maintenance costs would be covered in the <br />Sheriff's Office budget. <br />Mr. Jahner said the dog therapy program would be used to build relations with schools and children, <br />possible de-escalation of situations, community and outreach events, critical situations debriefs, and <br />various other functions. <br />MOTION, passed <br />Mr. Kapitan moved and Mr. Grindberg seconded to authorize the Sheriff's Office <br />to move forward with adding a therapy dog program to the agency's resources. <br />On roll call vote, the motion carried unanimously. <br />11. ROAD, Memorandum of Understanding for 36th Street approved <br />County Engineer, Jason Benson was present and said the presented Memorandum of <br />Understanding (MOU) is for 36th Street between Cass County, the Maple River Water Resource <br />District, and North Dakota Soybean Processors, LLC (NDSP). The Board considered this agreement <br />at their meeting on January 3, 2023 and tabled action until the exhibits were completed. Since then, <br />the exhibits have been completed and there were other minor changes. <br />Mr. Benson said this project has been in development for the past 18 months and Cass County has <br />committed up to $3 million in funding the road improvements with 50% paid for through state <br />funding. He said any costs over $3 million will be reimbursed by NDSP. Mr. Benson said in the fall of <br />2022 NDSP completed gravel road improvements to 154th Avenue. He said in the summer of 2023, <br />Cass County will improve 36th Street from 154th Avenue East 1,100 feet and construct access over <br />Drain 62. He said in 2024 Cass County will complete concrete paving by July 1. <br />Mrs. Scherling said Cass 23 is busy and often gets backed up, she asked if these improvements <br />would help this issue. Mr. Benson said these improvements will not help this issue, he said they will <br />prevent backups for the new NDSP plant and will not heavily affect traffic leading to Tharaldson <br />Ethanol. <br />MOTION, passed <br />Mr. Grindberg moved and Mr. Breitling seconded to authorize the Commission <br />Chair to sign the Memorandum of Understanding for 36th Street between Cass <br />County, the Maple River water Resource District, and North Dakota Soybean <br />Processors, LLC. INFORMATION TECHNOLOGY, 2023 IIJA Cyber Security Grant Award accepted <br />County Information Technology Director was present and said Cass County has been awarded <br />170,000 in Infrastructure Investment and Jobs Act (IIJA) grant funds. He said the funds will be used <br />for two projects, an updated main internet connection firewall, and licensing, hardware, and support <br />to deploy multifactor authentication to all Cass County users. He said the County will be responsible <br />for 10% or $17,000 in a local match which can be covered utilizing funds in the existing 2023 <br />budget. <br />MOTION, passed <br />Mr. Grindberg moved and Mr. Breitling seconded to accept the award of the <br />2023 IIJA Cyber Security Grant for a total amount of $170,000, providing local
