<br />Commission Minutes-August 13, 2007 3249 <br /> <br />Mr. Vanyo asked if Cass 16 were to be paved would it generate more traffic and could a <br />portion of the cost be special assessed. Mr. Berndt replied that special assessing had <br />been considered in the 1990's and property owners were opposed. He said the <br />maintenance savings realized by paving Cass16 would not offset the capital costs, but <br />justification for the project would have to be more of a policy decision based on overall <br />benefits to the region that may not be easy to quantify. Mr. Vanyo would like the Road <br />Advisory Committee to have an opportunity to give their input regarding Cass 16 and <br />the budget. Mr. Pawluk asked if the cost per mile on Cass 17 could be trimmed from <br />$500,000 to $450,000. Mr. Berndt replied the county plans to do some of the work <br />themselves on Cass 16 which will help reduce the cost. Mr. Pawluk asked about traffic <br />volumes on Cass 14 since it was paved. Mr. Berndt did not have exact numbers with <br />him, but the traffic volume on Cass 14 has increased by approximately four times since <br />it was paved. <br /> <br />Mrs. Sorum said there has been a desire to pave Cass 16 but the money and traffic <br />counts have not allowed the project to be done. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve the 2008 <br />preliminary budget for the Highway Department in the amount of <br />$11,877,689, including the $300,000 and the commission will address <br />the $300,000 in the future after allowing input from the Road <br />Advisory Committee. On roll call vote, the motion carried <br />unanimously. <br /> <br />3. VECTOR CONTROL <br />Angela Balint, Vector Control Director, was present. She is requesting $871,135 in her <br />preliminary 2008 budget. The revenue is generated from county taxes, cities and <br />subdivisions. The majority of the expenditure budget is employee salaries and <br />chemicals. She has budgeted to replace one fogger unit, a pickup, trailer and utility <br />vehicle. The cost of the pickup is budgeted at the state bid price of $22,000. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Vanyo seconded to approve the 2008 <br />preliminary budget for Vector Control in the amount of $871,135. On <br />roll call vote, the motion carried unanimously. <br /> <br />4. PLANNING DEPARTMENT <br />Mr. Berndt said the county planner position is still vacant; however, he plans to have the <br />position filled in the next few weeks. He presented the 2008 preliminary budget in the <br />amount of $76,599. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve the 2008 <br />preliminary budget for the Planning Department in the amount of <br />$76,599. On roll call vote, the motion carried unanimously. <br /> <br />5. INFORMATION TECHNOLOGY <br />Terry Schmaltz, Information Technology (IT) Director, and Kay Anderson, Geographical <br />Information Systems (GIS) Coordinator, were present. Mr. Schmaltz thanked the <br />commission for their support in technology. He explained they have a computer <br />replacement program which is a rotating basis of once every four years. <br />
