The Board agreed to set <br />compensation at the amount permissible for legislators under North Dakota law, currently <br />and as modified in the future by the Legislature, as opposed to requiring approvals each <br />time the legislature modifies or increases legislative compensation. <br /> <br />Manager Thompson moved to match legislative compensation for North Cass Water <br />Resource District Managers in accordance with HB 1216 and applicable North Dakota <br />law. Manager Lougheed seconded the motion. Upon roll call vote, the motion carried <br />unanimously. <br /> <br />Elm River Dam No. 3 – backwater pool elevation <br />Manager Thompson reported the Elm River Joint Water Resource District is pursuing the <br />replacement of the failing principal spillway culvert and repair of the erosion above the <br />culvert that is compromising the earthen embankment on Elm River Dam No. 3. The dam <br />is located in Section 1 of Rich Township. Manager Thompson discussed an idea to lower <br />the Elm River Dam No. 3 backwater pool elevation as part of the project in an effort to <br />lower the water table to the east of the dam and reduce erosion on the emergency <br />spillway.
