<br /> <br /> <br />MINUTES OF VIRTUAL / CONFERENCE CALL MEETING <br />NORTH CASS WATER RESOURCE DISTRICT <br />ORIGINATING AT THE CASS COUNTY HIGHWAY DEPARTMENT <br />WEST FARGO, NORTH DAKOTA <br />JULY 26, 2022 <br /> <br /> <br />A virtual / conference call meeting of the North Cass Water Resource District was held <br />on July 26, 2022, at 8:00 a.m. <br /> <br />Present were Robert Thompson, Manager; Ken Lougheed, Manager; Carol Harbeke <br />Lewis, Secretary-Treasurer; Nina Stone, Accountant; Melissa Hinkemeyer, <br />Administrative Assistant; Sean Fredricks, Ohnstad Twichell, P.C.; Kurt Lysne, Alexa <br />Ducioame and Brady Woodard, Moore Engineering, Inc.; and Tom Soucy, Cass County <br />Highway Department. Chairman Wes Ecker was absent. <br /> <br />Agenda and Minutes <br />It was moved by Manager Thompson, seconded by Manager Lougheed and unanimously <br />carried to approve the order of the agenda and the minutes of the June 28, 2022, meeting, <br />as presented. <br /> <br />Drain #18 extension in Sections 7 and 8 of Kinyon Township <br />Brady Woodard stated the contractor for the Drain #18 extension project in Sections 7 <br />and 8 of Kinyon Township anticipates beginning the project this fall. <br /> <br />Drain #32 – request to borrow material from berm in the SE 1/4 of Section 27 in <br />Noble Township <br />Mr. Woodard reported that John Christensen informed him the home building project has <br />been put on hold; therefore, they will not need to borrow material from the berm in the SE <br />1/4 of Section 27 in Noble Township at this time. Mr. Christensen indicated he would be <br />in contact if they decide to move forward with the building project again. <br /> <br />Facility inspection report <br />Mr. Woodard presented the 2022 inspection report for the North Cass Water Resource <br />District facilities. Manager Lougheed asked about checking intercept pipes at the outlet <br />of Drain #13. Mr. Woodard said the water level was high at the time of inspection, so they <br />could check those now. He will bring information to future meetings related to any slide <br />repairs needed or if a larger project develops. <br /> <br />Discussion was held on erosion at outlets of subsurface water management systems. <br />The Board indicated permit holders of subsurface water management systems within the <br />
