Planning Commission Minutes – June 23, 2022 1 <br /> <br />CASS COUNTY PLANNING COMMISSION <br />June 23, 2022 <br /> <br />A. CALL TO ORDER <br />A meeting of the Cass County Planning Commission was called to order on June 23, 2022 at 7:02am in <br />the Vector Conference room at the Highway Department. <br /> <br />B. ROLL CALL <br />Planning Commissioners attending in person were Rocky Bertsch, David Gust, Ken Lougheed, Dr. Tim <br />Mahoney, Keith Monson, Brad Olson, and Keith Gohdes. Commissioner Mary Scherling and Kris Schipper <br />were absent. <br /> <br />Also attending in person were Grace Puppe, Cass County Planner, Jason Benson, Cass County Engineer, <br />Tom Soucy, Assistant County Engineering, Joel Quanbeck, KLJ Planner, Tracy Peters, Cass County Senior <br />Attorney, Dan Bueide, Bueide Law Firm and Ryan Thorpe representing the ethanol plant, Eric Kresing <br />representing the ND Soy Processors and rural resident Gary Hoglund. <br /> <br />C. DETERMINATION OF A QUORUM <br />It was determined that there was a quorum based on the roll call. <br /> <br />D. MINUTES, APPROVED <br />MOTION, passed <br />Mr. Gust moved and Mr. Olson seconded to approve the minutes of the May 26, 2022 <br />meeting as presented. <br />Motion carried. <br /> <br />E. PUBLIC HEARING <br />1. Hearing on an application requesting a Major Subdivision Plat of TEPI Fourth Subdivision located <br />in Section 33, Township 140 North, Range 52 West of the 5th Principal Meridian, Casselton <br />Township, Cass County North Dakota. <br />Mr. Lougheed opened the public hearing. <br /> <br />Ms. Puppe provided an overview of an applicant seeking approval of a major subdivision entitled <br />TEPI Third Subdivision to plat a four (4) Lot subdivision of approximately 285.51 acres. According <br />to the applicant, the plat of TEPI Fourth Subdivision is a replat of Lot 1, Block 1, TEPI Third <br />Subdivision, splitting such lot into 4 lots. The proposed ownership and maintenance responsibility <br />of the subdivision will be private. The subdivision will use an existing 153rd Ave SE (County Road <br />23) road access, ditches and storm sewer system for storm sewer conveyance, rural water, and <br />on-site septic systems for wastewater treatment. <br /> <br />Mr. Bueide gave an added explanation reiterating what Ms. Puppe described. Mr. Kresin said that <br />the ethanol plant is a nice addition to the area. Mr. Bertsch asked what is being taken out of this <br />platted area from the preliminary approval. It was explained that the north lot had been removed <br />since the substation will need to extend further to the north. This way they won’t need to replat <br />it until after the substation is complete. <br />Agency Comments <br />Upon hearing no public comments, the public hearing was closed. <br />MOTION, passed
