Sales tax as a funding mechanism for community growth
is very common in North Dakota and around the country.
. Jamestown, Valley City, Bismarck, Minot, and Grand
Forks all employ a sales tax for growth, and nearly all
receive a larger amount of public funding than Greater
Fargo Moorhead.

Who will manage the public funding and how will they be
held accountable?
. The Cass County Commission appoints a board to be
custodians of public funds.
. GFMEDC will request that the Growth Initiative Fund
(GlF), an established board that makes public loans to
businesses and is overseen by the county, be the overseer.
The board consists of seven community members
appointed by Cass County, the city of Fargo and the City
of West Fargo.
. The GFMEDC will recommend a process with three
levels of checks and balances: 1) GFMEDC staff
recommendations to the GFMEDC board, 2) GFMEDC
board recommendations to the GlF board, 3) GlF board
recommendations to Cass County Commission for final
decision.

Who will pay for the special election to pass the Growth
Plan funding mechanism? How much will it cost?
. The investors of the Greater Fargo Moorhead Economic
Development Corporation will give monetary support to
pay for the election. A special fund of private sector
contributions will be created for this purpose.
. Absolutely NO public sector monies will be used to pay
for the special election.
. Projected costs for the election from the Cass County
Auditor are estimated to be $20,000 - $30,000 for
electronic ballots and the administration of the election.

How much will the sales tax for growth cost me?
