Sales tax as a funding mechanism for community growth <br />is very common in North Dakota and around the country. <br />. Jamestown, Valley City, Bismarck, Minot, and Grand <br />Forks all employ a sales tax for growth, and nearly all <br />receive a larger amount of public funding than Greater <br />Fargo Moorhead. <br /> <br />Who will manage the public funding and how will they be <br />held accountable? <br />. The Cass County Commission appoints a board to be <br />custodians of public funds. <br />. GFMEDC will request that the Growth Initiative Fund <br />(GlF), an established board that makes public loans to <br />businesses and is overseen by the county, be the overseer. <br />The board consists of seven community members <br />appointed by Cass County, the city of Fargo and the City <br />of West Fargo. <br />. The GFMEDC will recommend a process with three <br />levels of checks and balances: 1) GFMEDC staff <br />recommendations to the GFMEDC board, 2) GFMEDC <br />board recommendations to the GlF board, 3) GlF board <br />recommendations to Cass County Commission for final <br />decision. <br /> <br />Who will pay for the special election to pass the Growth <br />Plan funding mechanism? How much will it cost? <br />. The investors of the Greater Fargo Moorhead Economic <br />Development Corporation will give monetary support to <br />pay for the election. A special fund of private sector <br />contributions will be created for this purpose. <br />. Absolutely NO public sector monies will be used to pay <br />for the special election. <br />. Projected costs for the election from the Cass County <br />Auditor are estimated to be $20,000 - $30,000 for <br />electronic ballots and the administration of the election. <br /> <br />How much will the sales tax for growth cost me? What <br />items are taxed? <br />The sales tax covers retail items. It does not include <br />groceries, automobiles, medicine, services, homes, and some <br />other items. <br />
