The Planning Commission may require the applicant to provide ingress and egress to a <br />particular lot or tract through the remainder of his property or other properties over which <br />he has control. <br />3. Lot access shall conform with the county’s one-quarter (.25) mile minimum spacing <br />requirements on all section line roads or roads classified as arterials by the County Engineer <br />and three hundred (300) feet on roads classified as collectors. <br />4. In approving ingress or egress from any State road or highway, the Planning Commission can <br />only approve those access points that are not in conflict with safety standards of the North <br />Dakota Department of Transportation (NDDOT). In the case of a plan requiring access to a <br />highway under the jurisdiction of the NDDOT, the applicant shall submit documentation <br />from the NDDOT demonstrating the approved access onto such road. <br />(l) Non-motorized Vehicle Lanes. All non-motorized vehicle lanes shall be designed <br />according to the following standards, as applicable: <br />1. Separate bicycle paths shall be required if such paths have been specified as part of an <br />adopted comprehensive plan. <br />2. Bicycle lanes, where required, shall be placed in the outside lane of a roadway, adjacent to <br />the curb or shoulder. When on-street parking is permitted, the bicycle lane shall be between <br />the parking lane and the outer lane of moving vehicles. The lanes shall be delineated with <br />markings, preferably striping. Raised reflectors or curbs shall not be used. <br />3. Movement within the non-motorized lanes shall flow in the same direction as the adjacent <br />travel lane. <br />4. Bicycle Path Specifications. Bicycle paths shall be designed and constructed according to the <br />following specifications: <br />a. A two-way off-street bike path should have a minimum paved width of ten feet and <br />a maximum width of twelve feet. It shall consist of one of the following surface <br />types and construction methods: <br />i. Aggregate Surface: The topsoil shall be removed, clay subgrade compacted, <br />six inches of compacted gravel meeting the most recent version of the <br />NDDOT Standard Specifications for Road and Bridge Construction manual for <br />Class 13 and constructed with a minimum two percent slope. <br />ii. Bituminous Surface: The topsoil shall be removed, clay subgrade <br />compacted, six inches of compacted gravel meeting the most recent version <br />of the NDDOT Standard Specifications for Road and Bridge Construction <br />manual for Class 13, a minimum of four inches of asphalt meeting the most <br />recent version of the NDDOT Standard Specifications for Road and Bridge <br />Construction manual for FAA42 or greater, and constructed with a minimum <br />two percent slope. <br />iii. Concrete Surface: Concrete used for bicycle paths shall be constructed to <br />the same material and method specifications for sidewalks as set forth in <br />the most recent version of the City of Fargo’s Standard Specifications for <br />Construction of Public Utilities, as it presently exists or may hereafter be <br />amended.
