<br />Commission Minutes-July 23,2007 3227 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />JULY 23, 2007 <br /> <br />1. MEETING CALLED TO ORDER <br />A special meeting of the Cass County Board of Commissioners was called to order by <br />Chairman Scott Wagner at 4:00 PM in the Commission Room, Cass County Courthouse, <br />for the purpose of taking action on emergency declarations regarding damages suffered <br />in severe summer storms on July 15, 2007, and in summer flooding that occurred in <br />June, 2007. The following members were present Ken Pawluk, Robyn Sorum, Vern <br />Bennett, Darrell Vanyo and Scott Wagner. <br /> <br />The following county staff was present: Dave Rogness, Emergency Manager and <br />Michael Montplaisir, County Auditor. Members of the local media were also present. <br /> <br />2. EMERGENCY DECLARATIONS, Approved <br />Dave Rogness, Emergency Manager, said initially flooding which began June 4, 2007 in <br />Cass County did not appear to have caused enough damage to qualify for the $375,000 <br />plus threshold needed to receive federal disaster assistance; however, after an <br />assessment of Drain 40 by Moore Engineering, flood damage to the drain was estimated <br />at $250,000. The drain damage along with previously assessed damage from the 2007 <br />flooding well exceeded the $375,000 threshold. On July 17, 2007 Governor Hoeven <br />announced that North Dakota received a Presidential Disaster Declaration for the <br />flooding. Mr. Rogness asked the Cass County Commission to authorize the commission <br />chairman to sign an emergency declaration allowing Cass County to be added to the <br />declaration. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to authorize the <br />commission chairman to sign an emergency declaration as <br />submitted by Dave Rogness, Emergency Manager for the June 2007 <br />flooding in Cass County. All members voted in favor. Motion <br />carried. <br /> <br />EMERGENCY DECLARATION <br /> <br />WHEREAS, Cass County, North Dakota has been severely impacted by flooding <br />and beginning on June 4,2007, and continuing; and <br /> <br />WHEREAS, Cass County citizens and businesses suffered damage caused by <br />the same flood; and <br /> <br />WHEREAS, the impact of this incident threatens the health, well-being and public <br />safety of the residents of Cass County; and <br /> <br />WHEREAS, the cost of response and recovery is in excess of available normal <br />county resources. <br />
