Planning Commission Minutes – May 26, 2022 3 <br /> <br />sewer system for storm sewer conveyance, rural water, and on-site septic systems for wastewater <br />treatment. <br /> <br />Mr. Buede explained what the 5 additional lots will be used for. Lot 1 is the existing site of the <br />ethanol plant and its current processes. Lot 2 may be sold to a buyer who is wishing to utilize the <br />power to the south of it, still working on the purchase agreement. Lots 3-5 are going to be used <br />for a value-added process. The buildings may be owned by others, but they will process feed grain <br />further increasing the value and make it more efficient to transport. <br /> <br />Mr. Benson went over the access to the county road and addressed traffic concerns for this <br />property. There will be limited additional traffic added due to this project and will be utilizing <br />existing accesses to the property. When the Soybean facility is built additional turn lanes will be <br />added to help control the flow of traffic to that facility as well. At this time, the speed would not <br />need to be reduced on this County Road. The bigger concern is the current interchange. It has low <br />visibility over the top as you are driving over and is only 24 feet wide. This makes it difficult for <br />farm equipment to go over without first having a pilot car to control traffic. <br /> <br />Mr. Buede also said that they are trying to better control the line of trucks waiting on the County <br />Road to access the facility. They working to better coordinate corn delivery to when the farmer <br />sells, they must deliver within the same month. The ethanol facility can stage 65 trucks onsite. <br />MOTION, passed <br />Dr. Mahoney moved and Ms. Schipper seconded to accept the findings and recommend <br />approval to the County Commission with any conditions outlined by the County <br />Planner. <br />On a roll call vote with all in favor, motion carried. <br /> <br />4. Hearing on amendments to the Cass County Subdivision Ordinance. <br />Mr. Gust opened the public hearing. <br /> <br />Mr. Quanbeck provided an overview of the update to the Subdivision Ordinance and the changes <br />still left to make. He is continuing to update the graphics and tables and will review the placement <br />within the document with Ms. Puppe. The new ordinance will have the minor subdivision as its <br />own section that will include all info that will need to be available to the applicant. Mr. Quanbeck <br />will also provide a diagram with the process that will be hyperlinked within the document to be <br />able to jump to specific sections. <br /> <br />Ms. Puppe provided an overview that all applications will be reviewed by the County Planner and <br />then brought before the Planning Commission with a recommendation. Then no matter if the <br />Planning Commission approves or denies the application or variance their recommendation will <br />be heard at the County Commission. If the application is recommended for approval by the <br />Planning Commission, it will be placed on the consent agenda for the County Commission <br />meeting. If the recommendation of the Planning Commission was to deny the application or <br />variance the item will be placed on the regular agenda of the County Commission meeting. This <br />will allow for the County Planner to provide background on the application as well as let the <br />applicant speak also. Commissioner Scherling commented that it will be very helpful in knowing <br />why something is denied assisting with the decision to approve or deny. The County Commission <br />will make the final decision of the plat. <br />
