The following criteria shall be considered in the <br />design of streets in all major subdivision plats: <br />1. The arrangement shall provide for the appropriate extension of existing streets and shall <br />conform as closely as possible to the original topography <br />2. Residential local streets shall be arranged so as to minimize through traffic and discourage <br />excessive speeds. <br />3. Streets shall be designed with drainage grates that are safe for crossing by bicycles, when <br />such are employed or required. <br />4. Adequate vehicular and pedestrian access shall be provided to all lots. <br />5. Curvilinear streets and cul-de-sacs should be utilized only where their use will be consistent <br />with adjoining development patterns, topography and natural features of the site.
