On roll call vote, the <br />motion carried unanimously. <br />11. RED RIVER REGIONAL DISPATCH CENTER, Update <br />Mr. Wilson said in the past several months he has been working with Commissioner Steen, <br />Commissioner Scherling, and staff from the five partner entities of the Red River Regional Dispatch <br />Center (RRRDC); City of Fargo, City of West Fargo, City of Moorhead, and Clay County, on a <br />project for a new RRRDC facility. He said Eric Johnson, on behalf of the City of Fargo has provided <br />an updated draft of a Joint Powers Agreement (JPA) for the RRRDC between all five partner <br />entities. He said the Cass County State's Attorney's Office is now reviewing the JPA. <br />Mr. Wilson said in October of 2021, Cass County engaged Short, Elliott, Hendrickson (SEH) for site <br />selection and conceptual design services for the project. He said recently there have been meetings <br />with SEH and RRRDC Director Mary Phillipi to discuss balancing facility needs while remaining cost- <br />conscious with square footage and building features. He said an option being considered for the <br />facility location is a portion of Sanford Health property located near the new Sanford Hospital in <br />West Fargo. He said there is a potential for a partnership with Sanford Health on the facility <br />construction and management. He said there is a meeting scheduled with Sanford and more <br />information will be provided after that meeting. <br />Mr. Wilson said there has also been discussions regarding who will have ownership of the facility. <br />He said Cass County is proposing that Cass County will pay the North Dakota construction costs <br />with a potential that Cass County pay entirely to construct and own the facility. He said Cass County <br />would then work with Clay County and the City of Moorhead to determine the appropriate shares <br />they would pay back to the County related to construction costs. Mr. Wilson said he anticipates more <br />concrete information and an updated JPA will be presented to the Board in the near future. <br />12. FLOOD CONTROL, State Water Commission reimbursement request approved <br />For consideration today is the 124'h request for eligible costs incurred from March 1, 2022 to March <br />31, 2022, for local matching share requirements outlined by House Bill 1020 for the Fargo-Moorhead <br />Metropolitan Area Risk Management Project. <br />The request is for land purchase and relocation assistance for homeowners living in areas of the <br />diversion project, environmental monitoring easement, Drain 27 relocate fiber, pay application #10 <br />for OHB Ring Levee Wetland Mitigation, and utility relocation. <br />MOTION, passed <br />Mr. Breitling moved and Mr. Peterson seconded to authorize the Chairman to <br />sign reimbursement request #124 in the amount of $5,062,879.53 to the State <br />Water Commission to distribute funds to the Metro Flood Diversion Authority <br />according to the terms and conditions of House Bill 1020. On roll call vote, the <br />motion carried unanimously. <br />13. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Breitling moved and Mrs. Scherling seconded to approve Voucher No. <br />329938 through Voucher No. 330114 and Electronic Payments 12070 through <br />12088 for a total of $993,541.64. On roll call vote, the motion carried <br />unanimously. <br />14. MEETING UPDATES, Committee reports <br />Commissioners and staff reported on meetings they have attended or will be attending in the <br />upcoming weeks.
