In the space below, please provide a brief explanation of their agency's publiC safety needs and an explanation of their agen y's inability to implement this project without federal assistance. [Please limit your response to a maximum of 250 words.] There are several reasons why the Cass County Rural Schools and the Cass County Sheriff's Office would not be able to im lement this project without the assistance of the COPS Secure our Schools Grant: Cass County does not have funds available to complete this grant due to other obligatory, statutory or mandatory programs nd so must rely on the partnering schools to provide the funds for this project. Cass County Rural Schools are made up of small school districts with small budgets. Without this grant, Cass County Rur I Schools would have to budget over several years or not at all which would fail to address the immediate need to provide a safer enviro ment. Federally mandated initiatives to improve individual student achievement take precedence over the area of school safety for funding priorities. Mandates that are not funded under the No Child Left Behind Act require funds be dedicated to certain areas of st dent development, such as special education. Three Cass County Rural Schools have made significant contributions in the area of video security systems, but due to othe budget obligations, adding additional cameras is prohibited without grant assistance.
