The North Dakota Department of Transportation, on behalf of the City and Cass Co. sponsorship, received bids from three Contractors: Norther Improvement, Co., Central Specialties, Inc., and Opp Construction, LLC. The project was bid with two options. Option 1 is for asphalt shared use path. Option 2 is for a concrete shared use path. The bid tabulation is attached for your reference. The apparent low bidder was Northern Improvement, Co. of Fargo, ND with a bid of $220,300.10 for option 1 and $326,913.10 for Option 2 (+$106,613.00). Summary of the low bids: Northern Improvement, Co. Option 1 (Asphalt): $220,300.10 Option 2 (Concrete): $326,913.10 Northern Improvement, Co. has completed projects in the City of Horace and performed well. • It is our recommendation that the City recommend to Cass Co. (project sponsor) to award to Northern Improvement, Co. in the amount of $326,913.10 for Option 2 - Concrete. This project is funded by the NDDOT’s Transportation Alternatives Program and would be granted 80.93% cost share of total eligible project costs up to a maximum of $186,260.00. It is estimated that the City’s cost share for eligible items would be ($42,011.23) plus 100% of the difference in price of the two options ($106,613.00) for a Total Responsibility of $148,624.23.
