Program Narrative

Category VI: facilitating Justice Information Sharing
Enhancing or Developing local and regional systems to improve information sharing within

and among regions and states.

Statement of the Problem:

Our mobile police and fire units currently use a dedicated 800 MHz radio system to transport

information to and from the vehicles. This system was installed in 1996 and it does not meet our

needs, nor will it have the ability to handle the amount of information generated by a modem

Computer Aided Dispatch/Record Management System (CAD/RMS). Consequently, its
replacement is critical.
Throughput is just not adequate to handle our present needs and will not meet the needs of a

new (CAD/RMS). The current wireless connection for Mobile Data Computer's (MDC's) is

based on 9.6 kbps. There are 4 transmitters with around 35 units on each transmitter. This

throughput is only adequate for limited text based transmissions. It is like having dial-up but
needing broadband or cable.

We require an integrated end to end solution for our needs supported by sufficient

bandwidth, to assure continuity in information flow, and to enhance data integrity. The primary

source of information is the Dispatch function, where a call is received and logged. It contains

basic incident information, which then can be passed to a responding unit in the field.

Responders in the field can then utilize that basic information in their reports of the incident,

which in turn is transmitted back to centralized location. The field report information can

subsequently be integrated into department records, and information can be disseminated to non-

10f7
