Cass County.. North Dakota
Wireless Interoperability Project
$796,400 - Category VI: Facilitating Justice Information Sharing

This grant is submitted by Cass County on behalf of the Police, Sheriff and Fire Departments in
Cass County, North Dakota. The goal is to provide the bandwith to improve the wireless
interoperability for Mobile Data Computers with other Public Safety Ageneies within the Fargo
Metropolitan Statistical Area utilizing CAD/RMS. The Fargo MSA consists of Cass County,
North Dakota and Clay County, Minnesota with a combined 2000 census of 190,000.

We currently utilize Mobile functionality from Bio-key in patrol and mobile units, but it has
limited capabilities due to bandwidth and other restrictions. This project will provide the
bandwith and other advances in wireless communication technologies which will create
unparalleled on-the-fly mobile information availability. It will also enhance our ability to
connect with the National Data Exchange.

This project will allow us to deliver the most current, accurate, and complete information to
officers in the field to make them as effective as possible. It will provide officers access to
photographs of suspects, Amber Alert photos, and visual identification of undocumented
individuals. By increasing the amount of data transmitted through the CAD/RMS to our MDC it
will decrease the amount of voice radio traffic, and provide greater efficiency in dispatch
operations. Seamless data transfer between police, courts, and other agencies will eliminate
redundant data entry.
