Cass COllnty Engineer <br /> <br />DATE: <br /> <br />May 25, 2007 <br /> <br />SUBJECI': <br /> <br />Agenda topic !{}r May 7, 2007 Commission Meeting: <br />Stephanie 'Tlmrpe River Slide concerns <br /> <br />The Board received a letter from Stephanie T'horpe on May 11, 2007 about <br />river bank stability and erosion in her back yard, She lives at 7504 Chrisarl <br />Way south of Fargo along the Red River, She lives on an outside bend of <br />the Red River. Cass County owns a lot which boarders her lot for a very <br />short distance adjacent to the River, There is a small drainage swale that <br />crosses a third party's lot and enters the river on Ms, Thorpe's propert), <br /> <br />'fhere have been tv\'0 ongoing issues at the Thorpe property tbr many years, <br />The first is river bank erosion near the drainage swolc. The second is:>ue is <br />bank slumping on the property. <br /> <br />'I'be County took steps to reduce the erosion from the swale following <br />acquisition of the adjacenttlood buyout land in the late] 990' $, Rip rap was <br />p!ac.ed on the slope of the swale but was not placed all the \Ovay to the river <br />at that time because it would have required removal of a large number of <br />trees adjacent to the river, Ms. Thorpe has continued to experience erosion <br />and bank slumping at her property on the lower portion aft he swale that <br />\vas not stabilized with rip rap. <br /> <br />In response to concerns expressed several years ago by Ms. Thorpe. SF Cass <br />Water Resource District has developed a project to install a new river inlet <br />at another location on the County owned property and close the inlet at the <br />'rhorpe property. <br /> <br />1 corresponded with SF Cass in November of 2006 and suggested that they <br />not proceed with the pr(~ject until a decision is made regarding F'argo' s <br />Southside tlood protection project work in this area, At the time of my <br />correspondence. it appeared a decision of Fargo's project would be made in <br />the spring of 2007. In addition to the potential f()r re-work. building the SF <br />Cass project bet()re the South Side Flood Protection decision poses some <br />local resident support challenges. <br />
