Box 698
West Fargo, NO 58078-0698

Re: Pavement Deflection Testing and Condition Survey for the 2007 Season
County Highway Network
Cass County, North Dakota

Dear Mr. Soucy:

We are re-submitting our July 17,2006 proposal to reflect the Falling Weight Deflectometer (FWD).
Ground Penetrating Radar (GPR), and Pavement Condition Index (PCI) scope of work selected.

It is our understanding that the roads requested for evaluation, including asphalt and concrete surfaced-
sections, were previously tested in 2002. and that the Cass County (the County) desires five-year
re-testing, as called for by the County Pavement Management System (PMS). Braun Intertec proposes
to perform a similar program of testing and analysis as previous to determine pavement condition, ,
pavement load capacity, effective subgrade strength, pavement structural strength, and required overlay.
as applicable. for the requested routes.

Scope of Services

To determine the desired information for the pavements of the network, Braun Intertec proposes testing
with a Dynatest model, 8002E FWD, at the rate of 10 tests per mile (flexible pavements), or 20 tests
per mile (rigid pavements) in a single direction of travel. The 20 tests for rigid pavements include
10 mid-panel tests and 10 transverse-joint tests.

Pavement surface condition evaluation using a modified version of the Corps of Engineers' PCI method
is proposed for paved roadways. Sampling will be at approximately 20%, which is five sampies per
mile, and sample size will be 24 feet (or road width) by 200 feet.

Based on the PMS information we have been provided in 2002, two hundred eighty-three (283) miles of
flexible pavements and 37 miles of rigid pavements will be required for 2007 testing.

.
