Currently, taxpayers may wait a total <br />of 57 months from the time a property tax is billed to <br />when it finally has to be paid. HB 1332 reduces the time <br />period for payment of property tax to 33 months for 2007 <br />and successive tax years. <br /> <br />Charlotte Sandvik and I have discussed this type of <br />legislation for the past couple of sessions and have come <br />up with a recommendation for implementation of this bill. <br />Since the time period for payment of property taxes is <br />being shortened by two years, in a couple of years <br />delinquent tax payers will be faced with having to pay <br />multiple years of taxes in one year. This will likely <br />cause a hardship for some taxpayers. Why then are we coming to you now when any real <br />hardship will not occur until 2010 when 2005 and 2007 <br />taxes will both have to be paid? We want to give <br />delinquent taxpayers the benefit of getting out from <br />under the delinquent taxes that they owe. The delinquent <br />taxes carry a 12% annual percentage rate of interest and <br />in most cases these people may probably borrow the funds <br />to payoff their taxes at a lesser rate. The forgiveness <br />of the Interest and Penalty (I&P) can result in <br />B~2806 significant savings.
