<br />Commission Minutes-May 7,2007 3202 <br /> <br />7. COUNTY-OWNED FLOOD LOT, Approved lease for pumpkin patch in Chrisan Glen <br />Subdivision <br />Duane Rogne, resident of Chrisan Glen Subdivision, was present. He is requesting <br />permission from the county to create a pumpkin patch within the subdivision as a community <br />service project. The area in question will be set back about 100 yards from the road and will <br />be located next to the apple orchard. He said numerous apple trees are dead and need to <br />be removed and replaced with new trees. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to allow Duane Rogne to <br />lease a section of county-owned flood property in Chrisan Glen <br />Subdivision to create a pumpkin patch and to re-seed the area to grass if <br />the project does not work out as planned or if Mr. Rogne discontinues <br />the project. On roll call vote, the motion carried unanimously. <br /> <br />Keith Berndt, County Engineer, said he will look at the area and remove any dead <br />trees. Mr. Rogne is willing to purchase and plant 25 to 30 apple trees this year. Mr. <br />Wagner said this property is located in the extraterritorial area of Fargo and feels <br />further discussion is needed before a decision is made on whether to plant new trees. <br />Mr. Berndt said the property may be annexed into the City of Fargo and the Fargo <br />Park District may be better equipped to make any improvements to the orchard. Mrs. <br />Sorum suggested that Mr. Berndt and Mr. Rogne meet to discuss this issue. <br /> <br />8. ROAD DEPARTMENT, Amended contract for County Hiahway 17 desian and riaht-of- <br />way aCQuisition <br />Mr. Berndt said at the last commission meeting, the board decided to delay action on a <br />contract amendment with SRF Consulting Group for design, right-of-way acquisition and <br />administration of Cass County Highway 17 improvements. He has since worked with SRF <br />Consulting Group and revised the consultant scope by eliminating a portion of the right-of- <br />way administrative work which will be performed by county staff as well as negotiating a <br />more favorable price for the appraisal services. The original contract previously approved <br />by the commission was for an amount not to exceed $288,146 and before negotiations SRF <br />had requested to amend the contract to $565,497. Mr. Berndt was able to reduce the <br />amount to $387,958. <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to amend the contract with <br />SRF Consulting Group for design and right-of-way acquisition on Cass <br />County Highway 17 and increase the contract amount from $288,146 to <br />an amount not to exceed $387,958. On roll call vote, the motion carried <br />unanimously. <br /> <br />9. ROAD DEPARTMENT, Approved contract with Haberman Lawn Service for around <br />maintenance and mowina of county-owned lots <br />Mr. Berndt said bids were solicited for ground maintenance and mowing of county-owned <br />lots in Chrisan Glen and Forest River Subdivisions based on the price for each occurrence <br />as well as hourly rates for labor and equipment. He is recommending the best bid from <br />Haberman Lawn Service be approved. <br />
