13 <br /> <br />(e) Staff Report Presentation <br />The County Planner shall present a report that provides a detailed overview of the application <br />and requested decision, its site, context and its compliance with the comprehensive plan and <br />this ordinance. <br />(f) Applicant Presentation <br />The applicant shall present any information the applicant deems appropriate. <br />(g) Public Comments <br />Members of the public shall be provided the opportunity to speak about the merits or <br />shortcomings of the application. At the discretion of the presiding officer, reasonable time limits <br />may be placed on all speakers in the interest of accommodating all people desiring to speak and <br />to provide for an efficient meeting. Comments shall be directed only to the presiding officer. <br />(h) Applicant Response <br />After the members of the public have given their comments, the applicant shall be provided the <br />opportunity to respond to any public comments made during the public hearing. <br />(i) Staff Response <br />After the public comments and applicant response, the County Planner or any other County <br />official shall be provided the opportunity to clarify or address public comments and applicant <br />responses made during the public hearing. <br />(j) Deliberation, Decision <br />The presiding officer shall declare the public comment period of the meeting to be closed and <br />invite discussion, deliberation and a decision by the body holding the hearing (Board of County <br />Commissioners or Planning Commission). <br />(k) Record of Proceedings <br />The public hearing and meeting shall be audio taped and the tape shall be retained by the <br />County for the minimum length of time established by the Board of County Commissioners. A <br />recording secretary shall record written minutes of the public hearing. All exhibits, reports, <br />evidence and written materials submitted during the public hearing shall be retained by the <br />County as part of the record of the proceeding. <br />(l) Continuance <br />The body conducting the public hearing, on its own initiative, may continue the hearing to a <br />future date. Notice of continuance shall be posted in a conspicuous and visible location at the <br />County Courthouse and other regular locations determined by the County Planner.
