<br />Commission Minutes-April 16, 2007 3196 <br /> <br />f. Authorize the chairman to sign Resolution #2007-8, approving a <br />proclamation for National Foster Care Month, May 2007, as follows: <br /> <br />WHEREAS, the family, serving as the primary source of love, identity, self-esteem <br />and support, is the very foundation of our communities and our State, and <br /> <br />WHEREAS, in Cass County there are approximately 292 children and youth in <br />foster care being provided with a safe, secure and stable home along with the <br />compassion and nurture of a foster family, and <br /> <br />WHEREAS, foster families, who open their homes and hearts and give hope to <br />children whose families are in crisis, playa vital role helping children and families <br />heal and reconnect and launching children into successful adulthood, and <br /> <br />WHEREAS, dedicated foster families frequently adopt foster children, resulting in <br />a greater need for more foster families, and <br /> <br />WHEREAS, there are numerous individuals, public and private organizations who <br />work to increase public awareness of the needs of children in and leaving foster <br />care as well as the enduring and valuable contribution of foster parents, and the <br />foster care "system" is only as good as those who choose to be part of it, <br /> <br />NOW, THEREFORE, I, Scott Wagner, by virtue of the authority vested in me as <br />Chairman of the Board of Cass County Commissioners do hereby proclaim May <br />as FOSTER CARE MONTH in Cass County and urge all citizens to come forward <br />and do something positive that will help change a lifetime for children and youth in <br />foster care. <br /> <br />6. DEVILS LAKE FLOODING, Update by Joe Belford. Ramsey County <br />Joe Belford, Ramsey County Commissioner, gave a presentation on the Devils Lake <br />flood situation. He said flooding began in 1993 and the lake now covers 135,000 acres. <br />He discussed the financial impact as well as current and anticipated lake elevations. He <br />said when elevations reach 1459 feet above sea level water will flow out naturally from <br />Stump Lake into the Sheyenne River. He said the water in Stump Lake is high in salts <br />and sulfates, which is a concern. <br /> <br />He is in the process of arranging a tour on May 10th and will provide an itinerary after he <br />meets with other local governments. <br /> <br />7. ROAD DEPARTMENT, Action delayed on contract amendment for County Hiahway <br />17 desian. riaht-of-way acquisition <br />Keith Berndt, County Engineer, was present. Last week he submitted a request to <br />amend the contract with SRF Consulting Group, previously approved by the commission <br />for an amount not to exceed $288,146 for design, right-of-way acquisition and <br />administration of Cass County Highway 17 improvements to a six-mile segment <br />extending from 52nd Avenue South to Cass County Highway 16. The original scope of <br />the project was based on 15 right-of-way parcels; however, based on the current design, <br />52 right-of-way parcels will be required. SRF Consulting Group has asked to amend the <br />contract for an amount not to exceed $565,497. He provided a summary of design and <br />right-of-way service estimates based on the 15 parcels and the revised proposal based <br />on 52 parcels. <br />
