<br />Scope of the Work
<br />The project appears to involve 52 larger parcels from drive by inspection, including one
<br />total taking with a river lot, and 51 simple strip takings. Of the 51 larger parcels, 30 are
<br />tracts of unimproved land with no site improvements to be taken. The remaining 21
<br />have site improvements that will be taken, including trees, bushes, shrubs and/or private
<br />roads. One parcel is improved with a shed that will need to be moved. In addition to the
<br />total taking, there are 4 properties with river land. Property types include improved
<br />commercial properties and unimproved commercial land; improved residential properties
<br />and unimproved residential lots (platted and unplatted); and improved and unimproved
<br />agricultural land. Zoning issues are complex, as there are three government entities
<br />controlling zoning along Cass 17: West Fargo, Fargo, and Horace. Fargo and Horace
<br />are currently in litigation for extra-territorial rights on a one mile strip lying between 64th
<br />Avenue and 52nd Avenue. Property values along and in the project area are increasing,
