<br />Commission Minutes-March 5,2007 3182 <br /> <br />RESOLUTION # 2007-5 <br />TO IMPLEMENT SPRING LOAD RESTRICTIONS <br />ON COUNTY HIGHWAYS <br /> <br />WHEREAS: <br /> <br />Soft base conditions experienced during spring thaw reduce the <br />load carrying capacity of County Highways. <br /> <br />WHEREAS: <br /> <br />The Cass County Board of Commissioners desires to prevent <br />serious damage to County Highways. <br /> <br />WHEREAS: <br /> <br />39-12-03 of the North Dakota Century Code authorizes local <br />authorities to impose vehicle weight restrictions on County <br />Highways. <br /> <br />NOW THEREFORE: Be it resolved by the Cass County Board of Commissioners <br />that spring load restrictions will be imposed upon Cass County Highways in the <br />following manner: All County Highways to be posted in accordance with the Cass <br />County 2007 Spring Load Restriction Map dated March 1, 2007. Spring load <br />restrictions will be effective at 12:01 AM on or after March 12,2007. <br /> <br />c. Authorize the chairman to sign Information Technology purchase orders to HP <br />Direct in the amount of $98,200 for computer replacements and to Zones, Inc. <br />in the amount of $34,500 for software upgrades. <br /> <br />d. Contract approval: <br />- Maple River Water Resource District-agreement to indemnify in support of a <br />drainage application for Cass County Highway 16 drainage project; <br />Norman County, Minnesota-project agreement to construct a new bridge across <br />the Red River, east of Gardner on Cass County Highway 26; <br />Court services agreement-agreement that formally reflects how the court will <br />hear violations of county ordinances. <br /> <br />6. TAX EXEMPTION FOR THARALDSON ETHANOL PLANT I LLC APPROVED, Public <br />hearina held: road improvements authorized <br />Brian Walters, President of the Greater Fargo Moorhead Economic Development <br />Corporation, was present to discuss the application for property tax incentive from <br />Tharaldson Ethanol Plant I, LLC. If approved, the facility will be located on 510 acres of <br />land in Casselton Township and will serve as a capital investment project at an estimated <br />cost of $170 or $180 million. Mr. Walters referred to a handout on the economic impact and <br />said over the next ten years, the net benefits to local taxing entities will be approximately <br />$1.5 million. He said 38 new direct jobs and 127 new indirect jobs will be created. <br />Currently, the land generates $10 per acre and with the new business $2 million will be <br />added to the tax rolls when the property is re-zoned from agricultural to commercial. He <br />said the additional revenue for agricultural growers and producers will be substantial. <br /> <br />Russ Newman, Vice President of Development for Tharaldson Ethanol Plant I, LLC, was <br />present. He said several components helped to determine the location of the new business <br />such as corn costs, energy expenses, rail service and water supply. He said the plant will <br />prOduce 100 million gallon~ of alvohol emnuolly ond in;;,tcad of the oounty boinS an importor <br />of ethanol, the facility will allow Cass County to become an exporter of the product. <br />
