<br />Commission Minutes-February 20,2007 3179 <br /> <br />MOTION, passed <br />Mr. Pawluk moved and Mrs. Sorum seconded to send a resolution of <br />appreciation to Daria Rudnick for her 26 years of service as the jail <br />matron. Motion carried. <br /> <br />10. VOUCHERS, Approved <br />MOTION, passed <br />Mr. Vanyo moved and Mrs. Sorum seconded to approve Voucher No. <br />214,947 through Voucher No. 215,377. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. MEETING UPDATES; LEGISLATIVE ISSUES; BUILDING COMMITTEE; DAVID <br />HABIGER; MARCH 5th COMMISSION MEETING; CANCELLATION OF MARCH 19th <br />COMMISSION MEETING, Committee reports <br />Commissioners and staff reported on meetings they have attended in the past two weeks, <br />as well as upcoming meetings. <br /> <br />Mrs. Johnson said she continues to work on legislative issues and plans to travel to <br />Bismarck with Mr. Wagner to discuss HB 1051 and other pending legislation. <br /> <br />Mr. Wagner said the Building Committee met last week and plans to meet again in May, <br />after the legislative session is completed. The committee decided to postpone any action <br />pending HB 1051 that, if approved, will set mill levy cap limitations on county government, <br />including home rule charter counties. He said because of how the caps are structured, a <br />building addition may not be possible. <br /> <br />Mr. Wagner spoke with David Habiger about a tax assessment certified on his parents' <br />home in Casselton. This issue was discussed at a commission meeting held January 2, <br />2007. Mr. Wagner invited him to the meeting today to hear an update from State's <br />Attorney Birch Burdick during committee reports and to give him the opportunity to provide <br />any additional comments. Mr. Habiger was not present at today's meeting. Mr. Burdick <br />has sent several letters to Mr. Habiger's attorney and has not received a response. Mr. <br />Burdick said the issue appears to be a municipal issue with the City of Casselton, not a <br />county issue. Mr. Wagner will send a letter to David Habiger informing him that unless <br />any new information arises, this item will not be placed on the commission agenda for <br />further discussion. <br /> <br />Mr. Wagner will be out of town on March 5th and will not be present at the commission <br />meeting. He may call in to the meeting via conference call. <br /> <br />Commissioners are planning to attend a legislative conference scheduled in Bismarck on <br />March 19-20, 2007, sponsored by the North Dakota Association of Counties. The board <br />agreed to cancel the March 19th commission meeting and to inform the local media and <br />department heads of the change. <br /> <br />12. ADJOURNMENT <br />MOTION, passed <br />On motion by Mr. Pawluk, seconded by Mr. Vanyo and all in favor, the <br />meeting was adjourned at 4:45 PM. <br />
